THE FIRST PHASE OF THIS NATIONAL EVALUATION PROVIDED DATA ON THE NATURE AND SCOPE OF EDUCATION PROGRAMS IN ADULT CORRECTIONAL FACILITIES IN THE U.S. A SECOND STUDY IS PROPOSED TO EVALUATE EFFECTIVENESS OF THESE PROGRAMS.
Abstract
THE PHASE I STUDY FOUND THAT 40 PERCENT OF INMATES IN THE 163 STATE INSTITUTIONS SURVEYED WERE ENROLLED IN SOME FORM OF EDUCATIONAL PROGRAM AND THAT THE AVERAGE CORRECTIONAL INSTITUTION WITH MORE THAN 100 PRISONERS SPENT ABOUT 8.7 PERCENT OF ITS BUDGET ON SUCH PROGRAMS. THIS DOCUMENT PRESENTS AN EVALUATION MODEL TO MEASURE THE INTERMEDIATE AND LONG-RANGE OUTCOMES OF VARIOUS TYPES OF EDUCATIONAL PROGRAMS. IT FOCUSES ON THE INMATE'S ACADEMIC ACHIEVEMENT, CHANGES IN SELF-CONCEPT AND SOCIAL ADJUSTMENT, EMPLOYABILITY, AND RECIDIVISM. A QUASI-EXPERIMENTAL METHOD IS SUGGESTED WHICH WOULD STUDY GROUPS ENROLLED IN ADULT BASIC EDUCATION PROGRAMS, SECONDARY AND GENERAL EDUCATION DEVELOPMENT PROGRAMS, POST SECONDARY EDUCATION PROGRAMS, AND VOCATIONAL EDUCATION PROGRAMS. A CONTROL GROUP WOULD CONSIST OF INMATES WHO HAD ENROLLED FOR, BUT NOT ACTUALLY PARTICIPATED IN SUCH PROGRAMS. SUCH CONTROLS WOULD, PRESUMABLY, BE MORE NEARLY LIKE THE STUDENTS IN MOTIVATIONAL CHARACTERISTICS. THE PROBLEMS OF IMPLEMENTING THE STUDY, A SUGGESTED TIMETABLE, AND A METHOD OF SELECTING INSTITUTIONS AND SUBJECTS ARE PRESENTED. A PROPOSED BUDGET IS INCLUDED. CHARTS ILLUSTRATE THE SELECTION PROCESS FOR SAMPLE INSTITUTIONS AND AGENCIES, THE PROCEDURE FOR DEVELOPING DATA AND A TIMETASK SCHEDULE. REFERENCES ARE APPENDED. (GLR)
