This summary of the President's fiscal year (FY) 2003 budget for the National Drug Control Strategy presents the amounts that are designated for various drug-control activities.
Abstract
The total funding for drug control is an estimated $19.2 billion, an increase of $356.9 million over the previous fiscal year. Drug-control initiatives significantly expand the Administration's commitment to drug treatment, support for essential drug prevention programs that target youth, and continued assistance to partners in the Andean region. Resources for supply-reduction programs conducted by the Departments of Justice, Treasury, Transportation, State, and Defense will continue enforcement operations that target domestic sources of illegal drugs, enhance interdiction efforts along trafficking routes to the United States, support security along the Southwest Border, and aid efforts in Colombia and the Andean region. This report presents funding amounts for each program under the following major initiatives: education and community action, treatment for drug users, and attacking the economic basis of the drug trade. The FY 2003 budget also outlines a proposal for a significant restructuring of the drug control budget. Under the restructuring, all funding items displayed in the budget will be readily identifiable line items; and the budget presentation will be simplified by eliminating several supporting agencies from the drug budget tabulation. Only agencies with a primary demand-reduction or supply-reduction mission will be displayed in the drug budget. The aim of this restructuring is to distinguish between funding for drug control efforts and funding for the consequences of drug use. 4 tables
