This report presents the fiscal year (FY) 2002 National Drug Control Budget, which supports the five goals and 31 objectives of the National Drug Control Strategy and is structured to make progress toward the performance targets outlined in the national drug control "Performance Measures of Effectiveness" (PME) system.
Abstract
Funding recommended for FY 2002 is an estimated $19.2 billion, an increase of $1.1 billion over the FY 2001 budget. This will support the goals of the National Drug Control Strategy. These goals are to target sources of illegal drugs and crime associated with criminal enterprises, interdict the flow of drugs at U.S. borders, make treatment available to chronic users, and reduce drug use by youth. The funding for each of the goals is shown for FY 00 (final), FY 01 (enacted), FY 02 (request) and FY 01-02 (amount and percentage of change). The FY 2002 budget emphasizes several themes designed to implement the National Drug Control Strategy. New or continued funding is requested to teach children how to avoid drugs, increase support for effective treatment, cooperate with foreign allies against drugs, secure and defend U.S. borders, strengthen and improve law enforcement coordination, and improve antidrug technology. Major initiatives in each of the aforementioned areas are described and requested funding indicated. Funding is also reported for each Federal department involved in implementing some aspect of the National Drug Control Strategy. The data for each department address FY 00 (final), FY 01 (enacted), FY 02 (request), and FY 01-02 (amount and percentage of change). 1 figure and 2 tables
