THE GOALS, PROGRAM ACTIVITIES, AND RESULTS OF THE NATIONAL CRIMINAL JUSTICE EXECUTIVE TRAINING PROGRAM ARE DESCRIBED AS IT TRAINS STATE AND LOCAL CRIMINAL JUSTICE PERSONNEL IN IMPROVED PRACTICES AND PROGRAMS.
Abstract
SPONSORED BY THE NATIONAL INSTITUTE OF LAW ENFORCEMENT AND CRIMINAL JUSTICE, THE PRIMARY GOAL OF THE NATIONAL CRIMINAL JUSTICE EXECUTIVE TRAINING PROGRAM IS TO ENABLE CRIMINAL JUSTICE EXECUTIVES AND POLICYMAKERS TO BRING ABOUT ADOPTION OF IMPROVED COURTS, CORRECTIONS, AND POLICE PRACTICES. THESE IMPROVED PRACTICES ARE DERIVED FROM NATIONAL INSTITUTE RESEARCH FINDINGS OR DESIGNED AND VALIDATED BY THE INSTITUTE'S OFFICE OF DEVELOPMENT, TESTING, AND DISSEMINATION THROUGH ITS PROGRAM MODEL PUBLICATION SERIES AND EXEMPLARY PROJECTS PROGRAM. THE TRAINING IS ACCOMPLISHED THROUGH REGIONAL TRAINING WORKSHOPS, FIELD TEST TRAINING, AND SPECIAL NATIONAL WORKSHOPS. IN THE 1976-77 CYCLE OF REGIONAL WORKSHOPS, PARTICIPANTS LEARNED HOW TO MANAGE CHANGE PROCESSES IN MANAGING CRIMINAL INVESTIGATIONS, JUROR USAGE AND MANAGEMENT, PRISON GRIEVANCE MECHANISMS, AND THE DELIVERY OF SERVICES TO RAPE VICTIMS. THE 1977-78 CYCLE OF REGIONAL WORKSHOPS TREATED MANAGING PATROL OPERATIONS, DEVELOPING SENTENCING GUIDELINES, HEALTH CARE IN CORRECTIONAL INSTITUTIONS, AND VICTIM/WITNESS SERVICES. FOR THE CYCLE BEGINNING IN SEPTEMBER 1978, WORKSHOPS WERE PLANNED ON COMMUNITY CRIME PREVENTION, MAINTAINING MUNICIPAL INTEGRITY, OPERATING A DEFENDER OFFICE, AND IMPROVED PROBATION STRATEGIES. EACH OF THE WORKSHOPS MENTIONED IS BRIEFLY DESCRIBED. FOLLOWING EACH REGIONAL TRAINING WORKSHOP, UP TO 6 DAYS OF LOCAL TRAINING ARE AVAILABLE IN EACH REGION TO ASSIST LOCAL AGENCIES IN THE DIRECT APPLICATION OF SKILLS LEARNED IN THE WORKSHOPS. FIELD TEST TRAINING EXAMINES THE NEW PROCEDURES IN A REAL-WORLD SETTING AND EVALUATES THEIR EFFECTIVENESS AND TRANSFERABILITY TO OTHER JURISDICTIONS THROUGHOUT THE COUNTRY. THIS OPERATION IS DESCRIBED. SPECIAL NATIONAL WORKSHOPS ARE ONE-TIME EVENTS HELD FOR SELECTED CRIMINAL JUSTICE POLICYMAKERS AND RESEARCHERS ON SIGNIFICANT TOPICS CHOSEN BY THE INSTITUTE. SOME OF THE NATIONAL WORKSHOPS THAT HAVE BEEN CONDUCTED ARE DESCRIBED. RESULTS SHOW THAT PARTICIPANTS IN THE NATIONAL CRIMINAL JUSTICE EXECUTIVE TRAINING PROGRAM HAVE IN LARGE MEASURE IMPLEMENTED CHANGES IN THEIR OPERATIONS. (RCB)
