EXPLANATION OF THE ORGANIZATION AND PROCEDURAL SAFEGUARDS OF THE NATIONAL CRIME INFORMATION CENTER (NCIC), AND ONE OF ITS SUB-PARTS, THE COMPUTERIZED CRIMINAL HISTORY.
Abstract
NCIC IS THE NATIONAL INDEX OF STATEWIDE COMPUTERIZED LAW ENFORCEMENT INFORMATION SYSTEMS. THE MOST RECENT ADDITION TO NCIC'S 8 SPECIALIZED FILES OF INFORMATION (SUCH AS WANTED PERSONS, STOLEN VEHICLES,ETC.) IS THE COMPUTERIZED CRIMINAL HISTORY (CCH). CCH WILL BE A NATIONAL INDEX TO CRIMINAL HISTORY RECORDS OF INDIVIDUALS ARRESTED FOR SERIOUS OR SIGNIFICANT OFFENSES. THE PROGRAM IS DESIGNED TO SPEED UP THE CRIMINAL JUSTICE PROCESS BY PROVIDING A RAPID FLOW OF STATE AND FEDERAL OFFENDER INFORMATION TO THOSE MAKING DECISIONS WITH RESPECT TO BAIL, SENTENCING, PROBATION, AND PAROLE. SUCH PROCEDURAL SAFEGUARDS AS FINGERPRINT IDENTIFICATION OF ARRESTEES, EXCLUSION OF DATA ON JUVENILE AND MINOR OFFENSES, DELETION AND UPDATING OF INFORMATION, AND PROVISION FOR CHALLENGE BY THE SUBJECT ARE EMPHASIZED BY THE AUTHOR.
