Abstract
THE ADDRESSES CONCERNED THEMSELVES WITH BOTH JUVENILE AND ADULT INSTITUTIONS AND THE ADMINISTRATIVE PRACTICES OF JUVENILES, THE INTAKE PROCESS, AND DISPOSITIONAL REGULATIONS AND PRACTICES GOVERNING THE BEHAVIOR OF INMATES. THE PHILOSOPHICAL PERSPECTIVE OF THE CONGRESS IS THAT DISCIPLINE IS A POTENTIAL THERAPEUTIC METHOD FOR THE MODIFICATION OF AN INMATE'S BEHAVIOR AND THUS HIS REHABILITATION.
