THIS PRESIDENTIAL DOCUMENT PRESENTS THE PRESIDENT'S SPEECH BEFORE THE NATIONAL CONFERENCE ON FRAUD, ABUSE, AND ERROR IN DECEMBER OF 1978.
Abstract
IN DISCUSSING THE FEDERAL GOVERNMENT'S ATTACK ON WASTE AND FRAUD, THE PRESIDENT NOTES THAT IT IS JUST ONE FACET OF A LONG-TERM EFFORT TO IMPROVE THE FUNCTIONING OF GOVERNMENT, AN EFFORT THAT BEGAN THE DAY HE TOOK OFFICE. THAT EFFORT HAS MADE PROGRESS ON MANY FRONTS: REORGANIZATION OF THE FEDERAL GOVERNMENT; REFORM OF THE CIVIL SERVICE SYSTEM, USE OF INCENTIVES TO REDUCE WASTE AND FRAUD, REDUCTION OF RED TAPE AND REGULATIONS, IMPROVEMENT OF AUDIT COORDINATION AND INCREASED RELIANCE ON STATE AND LOCAL AUDITS. THE SPEECH INAUGURATES A MAJOR EFFORT TO SIMPLIFY AND STREAMLINE COMPLEX ELIGIBILITY REQUIREMENTS OF PUBLIC ASSISTANCE AND OTHER HUMAN SERVICE PROGRAMS AS WELL AS THE EXPANSION OF INSPECTORS GENERAL (CREATED ORIGINALLY IN SIX DEPARTMENTS AND SIX AGENCIES OF THE FEDERAL GOVERNMENT) TO POSTS THROUGHOUT THE FEDERAL GOVERNMENT SO THAT EACH AGENCY AND DEPARTMENT CAN PREPARE A PLAN FOR ELIMINATING WASTE AND FRAUD. JIM MCINTYRE IS DESIGNATED TO OVERSEE THE SYSTEM, AND THE ATTORNEY GENERAL WILL ENSURE THAT INVESTIGATIONS BY INSPECTORS GENERAL ARE EFFECTIVELY COORDINATED. THE SPEECH ENDS WITH THE PRESIDENT URGING ALL WHO WORK IN GOVERNMENT TO JOIN HIM IN THIS BATTLE AGAINST FRAUD, ABUSE AND ERROR. (MJW)
