OUTLINE OF THE STRATEGY AND PROCEDURES DEVELOPED FOR DRAWING REPRESENTATIVE SAMPLES OF STATES, COUNTIES, AND CORRECTIONAL SERVICE UNITS.
Abstract
STATES, COUNTIES AND SERVICE UNITS WERE SELECTED IN SUCCESSIVE STAGES. REQUIREMENTS FOR STATE SELECTION WERE THE PROPORTION OF 5-17 YEAR OLDS IN THE POPULATION, LOCATION (AT LEAST THREE STATES FROM EACH CENSUS REGION), CHANGES IN INSTITUTIONAL ADMISSION RATES, AND TYPE OF JUVENILE JUSTICE SYSTEM. SIXTEEN STATES WERE SELECTED. COUNTIES WITH A POPULATION OF LESS THAN 20, 000 WERE EXCLUDED. THE REMAINDER WERE CLASSIFIED INTO THREE GROUPS BY POPULATION - 20,000 TO 49,000, 50,000 TO 249,000 AND 250,000 PLUS. FORTY-TWO COUNTIES WERE SELECTED FROM THE 16 STATES. SERVICE UNITS WERE CLASSIFIED AS INSTITUTIONS OR AS LOCAL INTENSIVE INTERVENTION UNITS (LII'S). LII'S WERE SELECTED BY RESIDENCY AND STATE JUSTICE SYSTEM TYPE. INSTITUTIONS WERE SELECTED BY CENSUS REGION AND SEX MIX. TWENTY-FIVE LII'S AND 20 INSTITUTIONS WERE SELECTED. THIRTEEN CHARTS AND TABLES ARE PROVIDED TO ILLUSTRATE SAMPLING TECHNIQUES AND A SECTION ON SAMPLE WEIGHTS AND ERRORS IS ALSO INCLUDED.
