THE IMPORTANCE OF REPORTED CRIME STATISTICS IN LAW ENFORCEMENT PLANNING IS OVERESTIMATED AND THEY SHOULD BE REPLACED BY SYSTEM MAINTENANCE GOALS SUCH AS THE REDUCTION OF POLICE RESPONSE TIMES OR COURT BACKLOGS.
Abstract
THE AUTHOR CONCLUDES THAT LEAA CANNOT BE HELD RESPONSIBLE FOR THE ACHIEVEMENT OF CRIME REDUCTION GOALS, BECAUSE CRIME REDUCTION DEPENDS ON TOO MANY FACTORS OVER WHICH CRIMINAL JUSTICE AGENCIES HAVE LITTLE OR NO CONTROL. A MORE REASONABLE INDICATOR OF SUCCESS OF THE LEAA PROGRAM MIGHT BE THE IMPROVEMENTS STIMULATED IN THE INTERNAL OPERATIONS OF CRIMINAL JUSTICE AGENCIES AS THEY RELATE TO THE PERFORMANCE OF SPECIFIC AGENCY FUNCTIONS.
