This semiannual report of the National Aeronautics and Space Administration's (NASA) Office of Inspector General (OIG) marks the conclusion of 1 full year of operation since the appointment of the inspector general and the establishment of a new OIG organizational structure.
Abstract
While the earlier half of the year was characterized by organizational change, staff reassignments, development of new policies, procedures and operating philosophies, and the recruitment of key staff, the latter 6 months have been characterized by stability and a steady movement toward substantive implementation of the Inspector General Act. A personnel management program has been established, and a computerized management information system has been implemented. A draft report is ready on a large-scale program audit of the Tracking and Data Relay Satellite Program, which has been an important learning experience in preparation for similar audits now in the planning stages. The investigations component has concentrated on clearing out the backlog of old cases and initiating inquiries in new directions such as white-collar crime. In format, this report deals first with organization and management issues and then summarizes audit and investigation activities in terms of the status of previously reported matters and the most current findings. This information is arranged by region. Appendixes list reports for the current reporting period and for matters carried forward from previous reporting periods.
