This is the third semiannual report of the National Aeronautics and Space Administration's (NASA) Office of Inspector General (IG), which is undergoing formative organizational structuring.
Abstract
Significant accomplishments of the past 6 months include a major nationwide reorganization of the IG operations with minimum disruption or hardship to employees. The investigative capability has been expanded from the five initial professionals to cover every major NASA installation, and various mechanisms for cooperation and communication between auditors and investigators have been put in place. Key personnel appointments have been completed, and new policies and procedures have been implemented for the audit and investigations programs to conform to the requirements of the IG Act. The first large-scale audit of a major NASA program has been initiated -- an examination of NASA Headquarters program oversight, project management at field installations, and system management by several major aerospace contractors. Word processing equipment has been installed and a computerized information system designed to tie the organization together productively. In format, this report deals first with organization and management issues and then summarizes audit and investigations activities in terms of status of projects previously reported and significant matters reported in the current reporting period. This information is arranged by region. Appendixes contain an organizational chart and listings of audits and investigations. Maps and graphic illustrations are provided.
