This is the 1991 annual report of the Narcotics Information Network of Southern California (NIN), whose primary mission is the promotion of officer safety and interagency cooperation through the free exchange of information pertinent to drug law enforcement.
Abstract
The report indicates that during 1991 the Southern California area experienced a surge of Federal, State, and local law enforcement agencies conducting major narcotic and money laundering investigations. NIN has been used to ensure that the safety of field personnel is not compromised. The NIN has been monitoring tactical field operations since 1990 with the implementation of the War Room concept. Notifications regarding the locations of surveillances, buy-busts, reverse stings, and undercover negotiations are taken by NIN personnel. Case-specific information is documented, and the location of the activity is mapped for immediate visual confirmation. In 1991 state-of-the-art technology in data operation and management was used with an IBM AS/400 series computer going on-line. Information is also provided on the expansion of the NIN executive council and on-site multiagency representation. An activities summary identifies the agencies accessing NIN and the activities performed during 1991.
