Both New York City and New York State efforts to deal with drug addiction and to provide rehabilitation are described, and 10 specific city programs are examined.
Abstract
As of December 31, 1971, the Bureau of Narcotics and Dangerous Drugs estimated that New York City's narcotic addict population was about 300,000. In New York City, the main treatment efforts are managed by the Addiction Services Agency. Treatments offered include detoxification, methadone maintenance, and outpatient or inpatient drug-free services. State efforts are the responsibility of the State's Narcotic Addiction Drug Control Commission. Problems in gathering data for evaluation of drug programs are assessed, and data collections systems are explained. Diversion projects to refer drug addicts from the criminal justice system to some kind of treatment are discussed. Finally, 10 specific programs in New York City are described according to program description, treatment modality, program goals, participant selection, the number of people served, program costs and financing, and program evaluation. These 10 programs include Beth Israel Methadone Maintenance, Health Services Administration Methadone Maintenance, Health Services Administration Ambulatory Detoxification, City Prison Detoxification, Addiction Research and Treatment Corporation, Phoenix House, Daytop Village, Horizon, Odyssey House, and the New York State Addict Commitment Program.
