Abstract
THE REPORT POINTS OUT WHY THE SOVEREIGN IMMUNITY DOCTRINE HAS BEEN AND CAN BE ATTACKED. IT SHOWS HOW A COURSE OF ACTION CAN BE INITIATED WHERE A RELATIONSHIP EXISTS BETWEEN INADEQUATE TRAINING AND AN INJURY. INTENDED FOR MUNICIPAL AND POLICE ADMINISTRATORS, THE WORK DEMONSTRATES HOW THE CITY MAY SAVE MONEY RESULTING FROM DAMAGES IF ITS POLICEMEN ARE PROPERLY TRAINED.
