THE RESULTS OF RESEARCH TO EVALUATE THE EFFECTIVENESS OF ALARM SYSTEMS THAT ELICIT POLICE RESPONSE AND TO DETERMINE ALTERNATE METHODS OF MEASURING THE FALSE ALARM. RATE IN MULTNOMAH COUNTY ARE DISCUSSED IN THIS ARTICLE.
Abstract
THE BASE OF RESEARCH INCORPORATED ALL OF MULTNOMAH COUNTY (OR), WHICH INCLUDES A POPULATION OF 567,000 WHO ARE DIVIDED INTO 5 POLICE JURISDICTIONS AND PROTECTED BY 1100 POLICE OFFICERS AND 5200 ALARM SYSTEMS. THE AUTHOR FIRST DISCUSSES THE IMPACT OF A MULTNOMAH COUNTY ORDINANCE WHICH REQUIRES EACH ALARM USER TO HOLD A PERMIT AND SETS A PERFORMANCE STANDARD FOR ALL ALARM SYSTEMS A YEAR AFTER ITS ENACTMENT. THE AUTHOR THEN DESCRIBES RESEARCH CONDUCTED BY AN INDEPENDENT RESEARCH FIRM WHICH RESULTED IN DETERMINATION OF A TRUE FALSE ALARM RATE; THE MOST EFFECTIVE TYPES OF ALARM AND MONITORING SERVICE; THE PREVENTION, DETERRENCE, AND THE REDUCTION RATE FOR ALARM SYSTEMS; AND THE NUMBER OF ALARM SYSTEM USERS WHO CREATE THE MAJORITY OF FALSE ALARMS. ...EB
