AFTER STUDYING THE EXISTING CORRECTIONAL PROGRAMS, NEEDS, FACILITIES, AND PROJECTED PROGRAMS OF IOWA AND MINNESOTA, IT WAS CONCLUDED THAT A MULTI-STATE FACILITY FOR FEMALE OFFENDERS WOULD NOT BE FEASIBLE AT THIS TIME.
Abstract
IN ORDER TO ACCURATELY ASSESS THE EXISTING CORRECTIONAL FACILITIES OF THESE TWO STATES, THE FOLLOWING METHODS WERE EMPLOYED: A SELF-EVALUATION OF PROGRAMS AND INSTITUTIONS USING THE AMERICAN CORRECTIONAL ASSOCIATION'S 'STUDY GUIDE FOR REINTEGRATION OF OFFENDERS'; A STATISTICAL SURVEY; TEAM VISITATION AND EVALUATION; AND A SURVEY OF LEGISLATIVE AND POLICY CHANGES NEEDED FOR IMPLEMENTATION. THE RESULTING PICTURE OF THE INSTITUTIONS, PROGRAMS, COSTS, STATE LEGAL REQUIREMENTS, AND CORRECTIONAL PHILOSOPHIES ARE PRESENTED IN THIS REPORT. FOUR CORRECTIONAL ALTERNATIVES WERE DETERMINED - TO CONSTRUCT A MULTI-STATE FACILITY, TO CONTRACT WITH OTHER EXISTING STATE FACILITIES, TO MAINTAIN EXISTING INSTITUTIONS, OR TO DEVELOP COMMUNITY RESIDENTIAL TREATMENT CENTERS. IT WAS NOTED THAT THE DIRECTION AND PHILOSOPHY OF BOTH STATE AGENCIES AND THE U.S. BUREAU OF PRISONS ARE ALREADY SUPPORTIVE OF COMMUNITY-BASED CORRECTIONS PROGRAMS AND NONINSTITUTIONAL ALTERNATIVES. IT WAS THEREFORE CONCLUDED THAT THE CONCEPT OF A MINNESOTA-IOWA INTERSTATE FACILITY IS NOT FEASIBLE AT THIS TIME OR IN THE IMMEDIATE FUTURE.
