Vehicular performance tests conducted by the Michigan State Police are discussed.
Abstract
This article describes annual vehicular performance tests conducted by the Michigan State Police (MSP) on police package and special service package vehicles as part of the competitive bidding process developed jointly by the MSP and their Department of Management and Budget. Vehicle performance in six different categories is factored into the bid price to arrive at an adjusted bid price. This bid adjustment methodology is established in May each year. In September, the next model year squad cars are evaluated. These tests include acceleration to 100 mph, absolute top speed, braking from 60 mph with hot brakes, a subjective ergonomic review, lap times around a road course, and the EPA city fuel economy. Once these test results are added to the pricing formulas, the MSP is locked into buying the vehicle with the lowest adjusted bid price. The MSP results are all averages, not simply the best recorded score. The tests are conducted with a full tank of gas, but without spotlights or light bars. The acceleration, braking, and top speed tests are conducted with two troopers on-board; the road course tests are run solo. All figures are from a calibrated fifth wheel mounted behind the squad. Chevrolet, Ford, and Jeep/Chrysler have some input into both the minimum requirements and the weight each test phase is given. Other requirements are dependent on the previous year's performance. The winners of the 1994 tests were the Chevrolet Caprice Classic LT1 and Camaro B4C, Ford Taurus 55A, and Jeep Cherokee. Also discussed are other police vehicle models including the Chevrolet Caprice Classic station wagon, Ford Crown Victoria, and Ford Explorer. Performance test results also are provided.
