Rather than enact legislation for state financing before the required administrative structures are in place, New Hampshire has enacted legislation requiring selected administrative unification before considering the financing issue.
Abstract
Establishment of personnel and budget systems, a new fee structure, and an escrow fund for facilities improvements have preceded any move to state financing of the courts. The need for this cautious approach is heightened in a fiscally conservative climate that demands precise financial estimates prior to any major shift in financing. This management note briefly describes the events and considerations that led to the legislation and the activities undertaken since its passage. Excerpts and tables from the report of the Commission responsible for the legislation are included as an aid to understanding the New Hampshire approach. (Author abstract)
