STANDARDS TO GUIDE COMMUNITY CRIME PREVENTION EFFORTS IN MONTANA, DEVELOPED BY A TASK FORCE OF THE STATE'S COUNCIL ON CRIMINAL JUSTICE STANDARDS AND GOALS, ARE SET FORTH, TOGETHER WITH RECOMMENDATIONS FOR IMPLEMENTATION.
Abstract
THE STANDARDS COVER THE AREAS OF CITIZEN INVOLVEMENT, COMMUNITY HELP SERVICES, EDUCATIONAL SYSTEMS AND PROGRAMS, PROGRAMS AND OPPORTUNTIES PROVIDING ALTERNATIVES TO CRIME, RESTORATION OF PUBLIC TRUST AND CONFIDENCE IN GOVERNMENT, DRUG AND ALCOHOL ABUSE, AND CHILD ABUSE AND NEGLECT. A GOAL IS STATED FOR EACH OF THESE AREAS. ACCOMPANYING EACH STANDARD IS A SUMMARY OF RELATED TASK FORCE FINDINGS, SUGGESTIONS FOR IMPLEMENTATION STRATEGIES, REFERENCES, AND AN INDICATION OF WHETHER THE STANDARD WAS ADOPTED, AMENDED, OR REJECTED BY THE STANDARDS AND GOALS COUNCIL. INTRODUCTORY NOTES INCLUDE ADVICE TO LOCAL GOVERNMENTS AND CITIZEN GROUPS THAT WILL BE RESPONSIBLE FOR IMPLEMENTING THE STANDARDS, PLUS COMMENTS ON HOW THE TASK FORCE VIEWED ITS RESPONSIBILITY. TOP PRIORITY IS ACCORDED THE FOLLOWING STANDARDS: (1) PROVISION OF EMERGENCY MEDICAL AND MENTAL HEALTH SERVICES; (2) CREATION OF CITIZEN ACTION COUNCILS TO GUIDE CRIME PREVENTION PROGRAMMING AND TO IMPROVE POLICE-COMMUNITY RELATIONS; (3) DEVELOPMENT OF SCHOOLS AS COMMUNITY CENTERS AND EXPANSION OF TRADITIONAL SCHOOL CURRICULUMS; (4) ESTABLISHMENT OF WRITTEN CODES OF CONDUCT FOR PUBLIC OFFICIALS, CANDIDATES, AND PUBLIC EMPLOYEES, POSSIBLY WITH PROVISIONS FOR REMOVAL FROM OFFICE; AND (5) DEVELOPMENT OF ALCOHOL AND DRUG EDUCATION AND TREATMENT PROGRAMS.
