Abstract
THE REPORT IS DATED JANUARY 4, 1973. AN ORAL PRESENTATION WAS DELIVERED TO THE AGENCY BY THE CONSULTANT. THIS REPORT CONTAINS A SHORT MONOGRAPH THAT CONCLUDES THAT THE USE OF ELECTRONIC SURVEILLANCE MUST BE CAREFULLY THOUGHT OUT. IT IS EXPENSIVE, INEFFICIENT, AND OFTEN ILLEGAL. ITS PRIMARY USEFULNESS LIES IN THE ACCUMULATION OF INFORMATION ABOUT THE SUBJECT'S HABITS, ASSOCIATES, AND BUSINESS DEALINGS....PO
