MONITORING TECHNIQUES TO INCREASE ACCOUNTABILITY, IMPROVE COORDINATION, AND RATIONALIZE RESOURCE ALLOCATION AMONG ELEMENTS OF THE JUVENILE JUSTICE SYSTEM AND THEIR POTENTIAL INFLUENCE ON OPERATIONS ARE EXAMINED.
Abstract
NON-JUDICIAL MONITORING METHODS WHICH COLLECT AND ANALYZE DATA ARE RECOMMENDED TO SUPPLEMENT THE APPELLATE REVIEW AND LITIGATION MONITORING FUNCTIONS OF THE COURTS. THESE METHODS INCLUDE BASIC RESEARCH ABOUT THE ENTIRE SYSTEM, EVALUATIONS OF SPECIFIC PROJECTS, AND QUALITY CONTROL.
