THIS ILLUSTRATED INSTRUCTOR'S MANUAL, DESIGNED FOR USE IN TRAINING PUBLIC SAFETY PERSONNEL, PRESENTS GENERAL AND SPECIFIC PHYSICAL SECURITY MEASURES TO PROTECT AGAINST BOTH BOMB INCIDENTS AND OTHER POSSIBLE ATTACKS.
Abstract
BASIC SECURITY PRINCIPLES INCLUDE ASSESSING VULNERABILITY, BASING SECURITY ON RELATIVE RATHER THAN ABSOLUTE PROTECTION, PLACING RESPONSIBILITY ON FACILITY MANAGERS, USING THE EXISTING OPERATING STRUCTURE TO THE EXTENT POSSIBLE, AND MAINTAINING READINESS. SECURITY PLANNING SHOULD INCLUDE ASSESSMENT, POLICY DEVELOPMENT, PLAN DEVELOPMENT, PLAN IMPLEMENTATION, TESTING AND INSPECTION, AND EVALUATION. A SECURITY OFFICER IS ESSENTIAL TO LEAD SECURITY PLANNING. SITUATION ASSESSMENT INCLUDES INTELLIGENCE COLLECTION AND A SECURITY SURVEY. SECURITY PLANS MAY RANGE FROM DETAILED AND ELABORATE DEFENSE PLANS AGAINST SABOTAGE TO DEFENDING A SINGLE BUILDING SPECIFICALLY AGAINST BOMB ATTACK. SECURITY MEASURES SHOULD BE AIMED AT DENYING ACCESS TO POTENTIAL BOMBERS, PROTECTING CRITICAL AREAS, ELIMINATING POSSIBLE AREAS WHERE BOMBS COULD BE CONCEALED, AND DEVELOPING DETECTION CAPABILITY. PRIME BOMB TARGETS ARE PUBLIC AREAS AND UTILITY AREAS. IN THE U.S., MOTOR BEHICLES HAVE ALSO BECOME FREQUENT TARGETS. ACCESS MAY BE DENIED THROUGH USE OF PERIMETER BARRIERS, DOOR AND WINDOW SECURITY DEVICES, LIGHTS, ALARMS, AND SECURITY GUARDS. IDENTIFICATION BADGES, KEY CONTROL, AND VEHICLE AND MATERIAL CONTROL CAN PREVENT ENTRY INTO PROTECTED AREAS. BUILDING DESIGN FEATURES CAN ALSO IMPROVE SECURITY. AREAS REQUIRING PARTICULAR ATTENTION INCLUDE OPENINGS, STAIRWELLS, ELEVATORS, GUARD STATIONS, PUBLIC RESTROOMS, AND ROOFTOPS.
