THE AUTHOR STATES THAT THE NATURE AND ROLE OF PRISONS MUST CHANGE WITH THE DEVELOPMENT OF THE SURROUNDING SOCIETY.
Abstract
TOWARD THE GOAL OF MINIMIZING THE USE AND NEGATIVE EFFECTS OF IMPRISONMENT, IMPORTANT STEPS ARE DECRIMINALIZATION, MINIMUM STANDARDS OF TREATMENT, NON-DETENTIVE ALTERNATIVE SANCTIONS, LEGAL RECOGNITION OF PRISONERS' RIGHTS, AND EFFECTIVE MODES OF THEIR ENFORCEMENT. ESPECIALLY WITH ALTERNATIVE SANCTIONS, THE COMMUNITY MUST BE BROUGHT INTO THE REHABILITATIVE PROCESS. PRISONS THEMSELVES MUST BECOME PART OF THE SOCIETY 'IN THE CONTINUUM OF SOCIAL SERVICES.' --IN ITALIAN
