Abstract
VIRTUALLY EVERY AMERICAN MUNICIPALITY HAS A BUILDING CODE: A SET OF REGULATIONS SPECIFYING STANDARDS OF SAFETY FOR THE DESIGN AND CONSTRUCTION OF BUILDINGS WITHIN THE SCOPE OF LEGAL JURISDICTION. ONLY A FEW MUNICIPALITIES, HOWEVER, HAVE INTRODUCED CRIMINAL SAFETY PROVISIONS IN THEIR CODES. THIS MODEL SECURITY CODE PROPOSES SECURITY REGULATIONS IN THE AREAS OF SITE PLANNING AND DESIGN OF DWELLINGS, CONTROLS ON ACCESS AND EGRESS, BUILDING LIGHTING, ELEVATOR DESIGN, DOOR CONSTRUCTION, DOOR HARDWARE, WINDOW CONSTRUCTION, AND WINDOW HARDWARE.
