A DESCRIPTION OF THE STAFF AND PROGRAMS OF THE MARYLAND COMPREHENSIVE OFFENDER MODEL PROGRAM (COMP), WHICH WAS DESIGNED TO DELIVER MANPOWER SERVICES TO OFFENDERS FROM THEIR INCARCERATION UNTIL RELEASE OR EMPLOYMENT.
Abstract
PREVIOUS EFFORTS IN JOB PLACEMENT FOR OFFENDERS USUALLY BEGAN AFTER THE INMATE'S RELEASE; THIS PROGRAM WAS UNIQUE IN THAT IT BEGAN JOB DEVELOPMENT UPON ENTRY INTO THE CORRECTIONAL INSTITUTION. THE STAFF BACKGROUND AND TRAINING ARE OUTLINED. PROCEDURES FOR SERVICES TO INMATES JOB SKILLS, EDUCATIONAL LEVELS, EMPLOYMENT BACKGROUND AND CAREER INTERESTS ARE DETERMINED. DURING THE INMATE'S INCARCERATION, COUNSELING SERVICES, JOB DEVELOPMENT ACTIVITIES, AND JOB PLACEMENT ACTIVITIES WERE PROVIDED. SERVICES WERE ALSO PROVIDED AFTER RELEASE. ALTHOUGH JOB PLACEMENTS WERE MADE FOR 43.3 PERCENT OF THE CLIENTS SERVED, IT WAS NOTED THAT MANY OF THE INMATES HAD TROUBLE MAINTAINING THEIR EMPLOYMENT AFTER RELEASE.
