EVALUATION, PROPOSED PLANS AND PROBLEMS IN DEVELOPING A COMPREHENSIVE COMMUNITY CORRECTIONAL PROGRAM.
Abstract
INSTEAD OF CONCENTRATING ON INDIVIDUAL AND PERSONAL PROBLEMS, THE MODEL BUILDERS SUGGEST THAT MORE PROGRESS CAN BE ACHIEVED BY WORKING THROUGH EXISTING SYSTEMS AND AGENCIES THAT ATTEMPT TO TREAT AND CONTROL THESE INDIVIDUAL CLIENTS. THE PROPOSED NEW APPROACH WORKS WITH THE STRENGTHS OF THE COMMUNITY NOT THE HOPELESS, UNFORTUNATE OR ILL. CONTRIBUTIONS ARE PRIMARILY THROUGH IMPROVEMENT OF MANAGEMENT TECHNIQUES AND INCREASED EFFECTIVITY OF THE EXISTING CORRECTIONAL SYSTEM. THE PROJECT@S ANALYSIS SHOWS THAT CORRECTIONAL REFORM IS AN ECONOMIC NECESSITY - EFFECTIVE CORRECTIONAL PROGRAMS WHICH ENGAGE COMMUNITY RESOURCES CAN SIGNIFICANTLY REDUCE GOVERNMENTAL COSTS. THIS SUMMARY VOLUME DESCRIBES THE DESIGN FOR A MODEL PROGRAM, DEFINITION OF THE PROBLEM IN SAN JOAQUIN COUNTY, AND DESCRIBES THE FOURTEEN STEPS OF THE MODEL COMMUNITY IMPLEMENTATION PLAN. A SUMMARY IS INCLUDED OF THE MAJOR RECOMMENDATIONS FROM THE 6 VOLUME SET FOR IMPROVED CORRECTIONAL AND GOVERNMENT ADMINISTRATION, CRIMINAL COURTS IMPROVEMENTS, IMPROVED USE OF NON-CRIMINAL JUSTICE AGENCIES, AND IMPROVED USE OF THE COUNTY HOSPITAL.
