A MANPOWER AND TRAINING STUDY AND ACTION PLAN FOR THE CALIFORNIA CORRECTIONS SYSTEM, WITH DETAILED DOCUMENTATION.
Abstract
THE CALIFORNIA CORRECTION SYSTEM CREATED IN THE EARLY 1940'S TO SERVE AN ESTIMATED POPULATION OF 81/2 MILLION, AND HAS NEVER CAUGHT UP WITH THE NEED. PHILOSOPHY AND METHODS OF CORRECTION ARE EXAMINED IN HISTORICAL PERSPECTIVE AND IN THE CONTEXT OF CURRENT PUBLIC UNDERSTANDING. THE CALIFORNIA SCENE IS DESCRIBED ON A STATE LEVEL, ON A SUPPORTING SYSTEM LEVEL, AND FOR THE CORRECTIONS SYSTEM. THE CORRECTIONS TASK FORCE FORMULATED THE STATEMENT OF CONSENSUS ON ISSUES, CONCLUSIONS, AND PRIORITIES, AND DEVELOPED THE SERIES OF RECOMMENDATIONS SUBMITTED AS ACTION GUIDELINES.
