THE PROGRAMS, PLANNING PROCESS, AND OBJECTIVES OF THE MISSOURI AGENCY RESPONSIBLE FOR CARE OF JUVENILE OFFENDERS COMMITTED TO ITS CUSTODY BY THE COURTS ARE DESCRIBED.
Abstract
THE DIVISION OF YOUTH SERVICES (DYS) OPERATES 4 INSTITUTIONS, 4 PARK CAMPS, AND 15 GROUP HOMES FOR JUVENILES BETWEEN THE AGES OF 12 AND 18. IT IS ALSO RESPONSIBLE FOR DELINQUENCY PREVENTION, TRAINING PROGRAMS, CONSULTATION AND ASSISTANCE TO OTHER STATE AGENCIES, TECHNICAL AID TO LOCAL COMMUNITIES, AND A DATA INFORMATION SYSTEM. THE TREATMENT USED IN ALL FACILITIES IS PRIMARILY A GROUP APPROACH, ALTHOUGH THE SMALLER GROUPS HOMES PERMIT A VARIETY OF INDIVIDUAL APPROACHES. JUVENILES ARE INTERVIEWED BY THE DYS CLASSIFICATION STAFF TO DETERMINE APPROPRIATE PLACEMENTS. THE TIME OF RELEASE DEPENDS ON THE PROGRAM, AND MOST YOUNG PEOPLE RECEIVE AFTERCARE SERVICES. THE DEVELOPMENT OF PLANNING OBJECTIVES AND BUDGETS BEGINS MORE THAN A FULL YEAR IN ADVANCE OF THE TARGETED FISCAL YEAR AND IS ILLUSTRATED BY A CHART AND A CALENDAR. LONG-RANGE GOALS INCLUDE SYSTEMATIZED APPROACH TO CLASSIFICATION, IMPROVED DELIVERY OF AFTERCARE SERVICES, PLACEMENT OF MORE TREATMENT FACILITIES NEAR OFFENDERS' COMMUNITIES, AND CREATION OF MORE COMMUNITY DIVERSION PROGRAMS. NEW ITEMS IN THE 1981 BUDGET AND THEIR COSTS ARE PRESENTED. SHORT-RANGE OBJECTIVES ARE DETAILED FOR THE DIRECTOR, EACH DYS REGION AND FACILITY, AND SUPPORT SERVICES SUCH AS BUDGETS, GRANTS, PREVENTION, AND EVALUATION. THESE GOALS INCLUDE DEINSTITUTIONALIZATION OF STATUS OFFENDERS, ADMINISTRATIVE IMPROVEMENTS, ENERGY CONSERVATION, STAFF TRAINING, PHYSICAL IMPROVEMENTS, FOSTER CARE PROGRAMS, AND ESTABLISHING BETTER CONTACTS WITH JUDGES, LEGISLATORS, AND OTHER AGENCIES.
