Abstract
The goals and objectives of the report, reporting procedures, factors affecting crime rates, and a description of the Uniform Crime reporting offenses and classifications are offered in the first section. The second section presents crime data for the State, including an overview of the 2002 year followed by crime data for crimes of violence and crime data for crimes against property. Comparisons with Minnesota’s 2001 crime statistics are offered in some cases for purposes of trend analysis. Overall, Part 1 crimes increased 0.7 percent during 2002. Violent crimes increased 2.7 percent during the past year, while property crimes increased 1 percent. Additional statewide offense data and the 2002 Crime Index for Population Groups data are also presented in this section. The third section contains Minnesota’s arrest information, including general arrest data, 2002 arrests by agency, and narcotic arrest information. The fourth section presents the urban-rural and regional data for Minnesota, including a section that compares urban-rural offenses and arrests and a section on crime offenses and arrests for State judicial districts. The remainder of the report presents data required by statute, such as the number of law enforcement officers killed or assaulted while on duty; firearm discharges by police officers; missing children reports; data concerning police pursuits; and information about bias offenses.
