EVALUATES COMMUNITY-BASED JUVENILE TREATMENT PROGRAM WHICH SEEKS TO REDUCE THE NUMBER OF YOUTHS SENTENCED OR RETURNED TO JUVENILE INSTITUTIONS, PROVIDE A TOTAL LEARNING RESOURCE, AND IMPROVE THE CLIENT'S SELF-CONCEPT.
Abstract
THE TARGET POPULATION FOR THE MANSION COMES FROM YOUTHS WHO HAVE BEEN SENT TO THE METRO TRAINING CENTER BY THE RAMSEY COUNTY JUVENILE COURT. A STAFF MEMBER MEETS WITH THE PROSPECTIVE CLIENTS TO EXPLAIN THE PROGRAM AND TO SCREEN THE CLIENT. IF ALL PARTIES AGREE TO PLACEMENT AT THE MANSION, THE CLIENT IS TRANSFERRED TO THE RESIDENCE. A PREPLACEMENT VISIT PRECEDES COMMITMENT. THE GOALS OF THE MANSION FOR EACH INDIVIDUAL LIE IN THE AREAS OF SCHOOL WORK, VOCATIONAL TRAINING, AND EMPLOYMENT. EACH CLIENT DEVELOPS A CONTRACT IN WHICH HE STATES THE GOALS HE SETS UP FOR HIMSELF AND THE STEPS BY WHICH HE WILL REACH THESE GOALS. GROUP MEETINGS, WHICH ARE BASED ON THE TENETS OF TRANSACTIONAL ANALYSIS, ARE A CENTRAL PART OF THE TREATMENT PROGRAM. THE PROGRESS OF EACH CLIENT IS GUAGED BY SIX STAGES WHICH HE MOVES THROUGH, EACH CONTINGENT UPON THE APPROVAL OF THE GROUP AT GROUP MEETINGS. IN PHASE ONE THE RESIDENT IS NOT ALLOWED TO LEAVE THE RESIDENCE UNLESS ACCOMPANIED BY A STAFF MEMBER. AT PHASE TWO HE CAN LEAVE TO ATTEND SCHOOL, WORK OR ENGAGE IN OTHER ACTIVITIES WHICH ARE A PART OF HIS CONTRACT. PRIVILEGES OF LEAVING THE RESIDENCE FOR LATE AFTERNOON AND EVENING ARE GRANTED AT PHASE THREE, AND PHASE FOUR CARRIES PRIVILEGES OF OVERNIGHT STAYS AWAY FROM THE RESIDENCE. AT PHASE FIVE A CLIENT CAN MOVE OUT OF THE RESIDENCE, AND AT PHASE SIX THE GROUP AGREES THAT THE CLIENT CAN END HIS FORMAL CONTACT WITH THE GROUP AS A MEMBER OF THE PROJECT. FOLLOWING COMMENTS ON THE PROGRAM STAFF, PROGRAM EFFECT IS DISCUSSED. DATA ON FORMER AND CURRENT RESIDENTS WERE NOT COLLECTED IN TIME TO PERMIT ANALYSIS IN THIS REPORT. (AUTHOR ABSTRACT MODIFIED)
