This report presents minimum standards for all local jails in Ohio and represents a consensus of professional opinion, based upon extensive research of legal requirements, that these are the minimum conditions necessary to insure the safe, efficient, effective, and legal operation of a jail.
Abstract
The standards are intended to serve as a basis for evaluating Ohio jails both individually and collectively, and developing action to bring about improvements. They are subject to ongoing revision. The minimum standards apply specifically to county jails, municipal jails, and regional workhouses. The standards cover the following areas: reception/release, classification, security, housing, and sanitation/environmental conditions. Standards also apply to commmunication, visitation, use of the telephone, medical aid and care, food service, recreation/programming, and discipline. Other categories of concern to which the standards relate are violations and penalties, due process requirements, administrative segregation, grievance procedure, and staff training. The report also includes the code of ethics for corrections workers.
