This manual presents the minimum standards necessary to insure the safe, efficient, effective, and legal operation of Ohio's county jails, municipal jails, and regional workhouses which house prisoners for over 72 hours.
Abstract
The standards were developed by the Bureau of Adult Detention Facilities and Services of the Ohio Department of Rehabilitation and Correction. The standards represent a consensus of professional opinion, based on extensive research of legal requirements, existing standards, and practical experience. They are intended to serve as a basis for evaluating Ohio jails both individually and collectively and for developing courses of action to bring about improvements. The manual begins with a definition of the Bureau's responsibility and authority and a glossary of such terms as administrative segregation, average daily population, contraband, restraining device, and security perimeter. Specific standards concern reception and release, classification, security, and housing. Other standards concern sanitation and environmental conditions, communications, visitation, telephone, medical services, food service, recreation and programming, and discipline. Additional standards apply to discipline, violations and penalties, due process requirements, administrative segregation, and the grievance procedure. The final sections discuss staffing, staff training, and the code of ethics for jail employees. A map is included.
