This manual explains the organization and operation of Detroit's storefront police stations staffed by civilian volunteers and police officers and presents procedures to be followed by police personnel and civilians.
Abstract
An introductory section explains how ministations are analogous to parked scout cars in that they are fixed positions from which officers may reach out to provide police service in a prescribed geographic area. Subsequent sections explain site selection equipment requirements and the selection and training of police and civilian personnel. Operating guidelines for police personnel explain the daily operations for the officers on the city's east and west sides, the areas and hours of operation, and crime prevention activities. Guidelines for civilians cover telephone procedures, greeting the public, crime reporting procedures, and confidentiality. Additional sections explain the use of logs and reports, the handling of complaints lodged in person or by telephone, meetings, and security considerations. Appendixes present sample blotter entries, reporting procedures, and guidelines on ministation use by civilian groups or organizations.
