THIS DETAILED OPERATIONS MANUAL EXPLAINS A COMPUTERIZED JUSTICE INFORMATION SYSTEM (JUSTIS) SERVING MILWAUKEE'S COURTS, CLERK OF THE COURTS, SHERIFF'S DEPARTMENT, AND DISTRICT ATTORNEY'S OFFICE.
Abstract
JUSTIS CONSISTS OF TERMINALS CONNECTED THROUGH A CENTRAL COMPUTER TO A COMMON DATA BASE. THE DATA BASE CONTAINS INFORMATION ON DEFENDANTS, CASES, CHARGES, COURT APPEARANCES, DISPOSITIONS, AND SENTENCING, THE DETAILS OF CRIME INCIDENTS, AS WELL AS INFORMATION ON WITNESSES, ATTORNEYS, COURT PERSONNEL, AND VICTIMS. THE DISTRICT ATTORNEY'S OFFICE ENTERS DEFENDANT AND COMPLAINT INFORMATION TO ESTABLISH A CASE RECORD AND ADDS WITNESS/VICTIM DATA ALONG WITH DEFENDANT/CRIME EVALUATIONS. THE COURT CLERK ENTERS COURT PROCEEDINGS INFORMATION AND ESTABLISHES CASE RECORDS FOR THOSE CASES WHICH DO NOT ORIGINATE IN THE DISTRICT ATTORNEY'S OFFICE. FLOW CHARTS PROVIDE AN OVERVIEW OF THE SYSTEM. SAMPLES ARE PROVIDED OF RECORDS GENERATED BY THE SYSTEM. DETAILED, STEP-BY-STEP INSTRUCTIONS ARE PRESENTED FOR THE VARIOUS TYPES OF DATA ENTRY. A DICTIONARY OF SYSTEM CODES IS INCLUDED. PROCEDURES USED TO MAKE INQUIRIES OR PRINT SUPOENAS ARE DETAILED.
