TECHNICAL ASSISTANCE REVIEW OF THE ADEQUACY AND EFFICACY OF A LOCALLY PREPARED EMERGENCY COMMUNICATIONS PLAN FOR THE THREE-COUNTY MID-WILLAMETTE VALLEY (OR) REGION.
Abstract
DURING THE CONSULTANT'S ON-SITE VISIT IN APRIL 1973, INSPECTIONS WERE MADE OF LAW ENFORCEMENT FACILITIES IN MARION, POLK AND YAMHILL COUNTIES (OR) AND THE COORDINATED COMMUNICATIONS SYSTEM OF ORANGE COUNTY (CA) WAS DESCRIBED TO COMMUNICATIONS AND LAW ENFORCEMENT PERSONNEL PRESENT. THE CONSULTANT NOTED SERIOUS DEFICIENCIES WITH REGARD TO COMMUNICATIONS EQUIPMENT AND SECURITY. HE CONCLUDED THAT A PROPOSED SHIFT TO UHF (ULTRA-HIGH FREQUENCY) SYSTEM WITH MOBILE RELAY OPTION AND FULL TONE CONTROL IS THE BEST SOLUTION.
