THE PROJECT'S GOALS WERE TO DEVELOP AND IMPLEMENT STRATEGIES AND ACTIONS TO MEET THE NEEDS OF THE MICHIGAN COMMUNITY AND CRIMINAL JUSTICE SYSTEM, AND TO DETERMINE THE EFFECTIVENESS OF THE IMPLEMENTED ACTIONS AND THEIR EFFECTS ON CRIME INCIDENCE, VICTIM RIGHTS, AND EFFICIENCY OF THE CRIMINAL JUSTICE SYSTEM.STRATEGIES INCLUDED IMPLEMENTATION OF STANDARDS, WORK BY FIVE COMMITTEES AS WELL AS A SPECIAL JUVENILE JUSTICE TASK FORCE, PUBLICATION OF A 1977 PUBLIC OPINION SURVEY, AND PAPERS ON FAMILY COURTS AND LAW ENFORCEMENT ROLE DEFINITION. SIXTY-THREE ACTIONS AND RESOLUTIONS VOTED BETWEEN OCTOBER 1975 AND APRIL 1978 ARE LISTED COVERING LEGISLATION, FUNDING, AGENCY ORGANIZATION AND SERVICES, AND POLICIES RELATING TO LAW ENFORCEMENT, COURTS AND CORRECTIONAL SYSTEMS. THE PUBLIC OPINION SURVEY OF 800 MICHIGAN HOUSEHOLDS INDICATED THAT CITIZENS PERCEIVE CRIME AS THE MOST IMPORTANT LOCAL COMMUNITY PROBLEM AND DESIRE INCREASED CRIME PREVENTION EFFORTS AND STRICTER LAW ENFORCEMENT. OF 588 STANDARDS FOR CRIMINAL JUSTICE SET IN 1973 BY 2 ADVISORY COMMISSIONS, 265 (46.8 PERCENT) WERE FULLY IMPLEMENTED BY SEPTEMBER 1977.
