REPORT ON THE DEVELOPMENT, IMPLEMENTATION, AND RESULTS OF A TRAINING PROGRAM AIMED AT UPGRADING PROFESSIONAL SKILLS OF ALL COUNTY JAIL AND CITY LOCKUP CORRECTIONAL PERSONNEL IN THE STATE OF MICHIGAN.
Abstract
BASED ON A SURVEY OF STATE SHERIFFS, IT WAS DETERMINED THAT THE PROGRAM SHOULD HAVE AN ADULT EDUCATION EMPHASIS AND SHOULD BE FLEXIBLE ENOUGH TO ALLOW A WIDE RANGE OF PARTICIPATION LEVELS FROM THE VARIOUS DEPARTMENTS. AS A RESULT FIVE SEPARATE APPROACHES WERE DEVELOPED, RANGING FROM A 1-DAY 8-HOUR SEMINAR TO A 4-WEEK 160-HOUR PROGRAM. A CORRESPONDENCE COURSE PROGRAM WAS ALSO DESIGNED. TWO ADDITIONAL PROGRAMS WERE ADDED AS WELL. A VIDEO TAPE TRAINING PROGRAM AND A 2-DAY 16-HOUR SEMINAR. IN ALL OF THE PROGRAMS, 90 PERCENT OF THE MATERIAL IS BEHAVIORAL SCIENCE ORIENTED IN SUCH AREAS AS PSYCHOLOGY AND SOCIOLOGY, WITH THE OTHER TEN PERCENT APPLYING TO HOUSEKEEPING AREAS SUCH AS RECORD KEEPING AND HANDLING OF MEDICATION. COLLEGE CREDIT FOR THESE TRAINING PROGRAMS ARRANGED WITH SEVEN MICHIGAN COMMUNITY COLLEGES. A SPECIAL PROGRAM FOR TRAINING OF MATRONS WAS ALSO DEVELOPED. FINALLY, ANOTHER DIMENSION WAS ADDED TO THE TRAINING PROGRAM: INCARCERATION OF THE CORRECTIONAL PERSONNEL TO SENSITIZE THEM TO THE PROBLEMS OF INMATES. IT IS NOTED THAT RESPONSE TO THE ENTIRE TRAINING PROGRAM WAS EXTREMELY FAVORABLE.
