This report presents the result of tests of 20 models of double-locking metallic handcuffs conducted by the National Institute of Justice (NIJ) Technology Assessment Program Information Center in 1982 and 1986.
Abstract
The handcuffs were tested against NIJ standard 0307.01. The standard requires that the handcuffs conform to a number of specifications including markings, workmanship, weight, dimensions, mechanical strength, salt-spray corrosion resistance, and cheek-plate tamper resistance. Of 17 models tested in 1982, only 5 complied with the standard, although they may not have contained the required model number. These are the Peerless 10 Ounce and Smith and Wesson Models 90, 91, 94, and 938. The Federal Laboratories Federal Super handcuffs passed mechanical requirements, but did not have the required serial number. Three additional models tested in 1986 were found to be in compliance with the standard: the Hiatt Model 2010 Snap-On, which fully complied with standard, and the Peerless Hinged-Black Oxide Finish and Hinged-Nickel Finish, which may not have had the model number.
