The Texas Mentally Retarded Offender Program, established to comply with a Federal court decree, involves identification, needs assessment, the use of sheltered units, habilitation, social support, security, and continuity of care.
Abstract
The plan, approved on January 3, 1986, identifies all mentally retarded inmates as they enter the prison system. Once identified, mentally retarded inmates are transferred to sheltered units separate from general population inmates. The sheltered units provide mentally retarded inmates with a safe environment, appropriate work assignments, individualized treatment plans, medical care, and fair discipline. The mentally retarded inmates have the opportunity to learn academic, vocational, and social skills that prepare them to function independently in the community upon release. Inmates spend each day in academic and vocational training, work assignments, and recreation. Each inmate has a case manager who guides the inmate through daily activities. A core treatment team for each inmate develops an individualized habilitation plan. Inmates are also assisted in the transition from the institution to the community. 4 footnotes and 6 references.
