THIS REPORT, DATED NOVEMBER 1976, EXAMINES A MEMPHIS (TN) POLICE DEPARTMENT PROGRAM IN WHICH POLICE INSTALL THEIR OWN PORTABLE ALARMS IN SELECTED LOCATIONS KNOWN FOR HIGH INCIDENCES OF ROBBERY AND BURGLARY.
Abstract
MEMPHIS HAS A POPULATION OF 680,000, A POLICE STRENGTH OF 1,300, AND A CITY AREA OF 263 SQUARE MILES. THIS TECHNICAL ASSISTANCE EFFORT WAS UNDERTAKEN TO REVIEW THE POLICE OWNED ALARM SYSTEM AND TO DETERMINE THE APPROPRIATENESS OF THE PORTABLE, POLICE-OWNED ALARM SYSTEMS STRATEGY (PPOAS) AS AN ADJUNCT TO THE PATROL EMPHASIS PROGRAM (PEP). DESCRIPTIONS OF THE ALARM SYSTEM, THE TARGET SELECTION SCHEME, THE INSTALLATION AND LOGISTICS METHODS, AND THE RESPONSE METHODOLOGY ARE PROVIDED. IT WAS DETERMINED THAT THE PROGRAM WOULD BENEFIT FROM A GENUINE ONGOING PROJECT EVALUATION EFFORT, BUT THAT AT THIS POINT SUCH AN EFFORT WAS NOT LIKELY TO OCCUR. THE PPOAS AND THE PEP WERE FOUND TO BE COMPATIBLE, AND SUGGESTIONS FOR INTEGRATING THE TWO STRATEGIES ARE PROVIDED.
