Abstract
THIS INTERIM REPORT CONTAINS FIVE PARTS - DESCRIPTION OF THE APPARENT PURPOSES OF THE PILOT PROJECT, THE APPROACHES BEING USED TO FULFILL THESE PURPOSES, A DESCRIPTION OF WORK UNDERTAKEN AND ITS RELATIONSHIP TO THE PURPOSES AND APPROACH OF THE PROJECT, A SUMMARY OF THE PROGRESS MADE ON EACH TASK ORIGINALLY DESIGNATED, AND GENERAL COMMENTS ON LESSONS FOR THE PILOT CITY PROGRAM THAT MIGHT BE DRAWN FROM THE MECKLENBURG PROJECT.
