THE PURPOSE OF THIS PLAN WAS TO SYSTEMATICALLY DESIGN AND PLAN FOR THE INTRODUCTION OF TELEVISION EQUIPMENT INTO THE DISTRICT OF COLUMBIA POLICE OPERATIONS.
Abstract
THE APPROACH FOLLOWED IN THE PLAN WAS TO DEVELOP POLICE REQUIREMENTS, REVIEW TECHNOLOGY CAPABLE OF MEETING THESE NEEDS, AND DEVELOPING AN OPTIMUM SYSTEM CONCEPT INCLUDING DESIGN SPECIFICATIONS, SCHEDULES, AND OTHER SUPPORT REQUIREMENTS. THIS REPORT COVERS THE ACTIVITIES UNDERTAKEN IN PHASE ONE OF THIS NINE-MONTH EFFORT, DATA GATHERING. PHASE ONE ACTIVITIES WERE DIRECTED AT DEFINING THE POLICE REQUIREMENTS, REVIEWING TECHNOLOGY, REVIEWING SIMILAR PROGRAMS, SURVEYING THE PHYSICAL LOCATIONS AND LIMITATIONS, AND PERFORMING PRELIMINARY CABLE AND MICROWAVE LINK ANALYSIS. DUE TO DEVELOPING METROPOLITAN POLICE DEPARTMENT NEEDS, THE PHASE ONE EFFORT ALSO INCLUDED SEVERAL DEMONSTRATIONS OF TV SURVEILLANCE CAPABILITY. IN PARTICULAR, A HELICOPTER TV SYSTEM WAS ASSEMBLED AND UTILIZED DURING THE OCTOBER 'MARCH ON THE WHITE HOUSE'. ALSO, TESTS OF A COMBINATION BACKPACK/FIXED SITE TV SYSTEM WERE BEGUN; THE TESTS WERE COMPLETED DURING THE EARLY PART OF PHASE TWO, CONFIGURATION ANALYSIS (SEE NCJ-035732). PHASE THREE OF THIS MASTER TELEVISION DEVELOPMENT PLAN INVOLVED THE RECOMMENDATION OF SYSTEM DESIGN AND SPECIFICATION. (AUTHOR ABSTRACT MODIFIED)
