REPORT ON A TEN-MONTH STUDY TO DETERMINE THE DEPARTMENT'S EFFECTIVENESS IN JUVENILE DELINQUENT REHABILITATION.
Abstract
THE COMMITTEE'S EVALUATION IS DIVIDED INTO SEVEN SEPARATE SECTIONS, EACH DEALING WITH A DIFFERENT TOPIC. DISCUSSED ARE DEPARTMENT GOALS AND THE PROBLEMS ENCOUNTERED IN MEETING THOSE GOALS, REPORTS ON THE NINE DEPARTMENT FACILITIES VISITED BY THE COMMITTEE; NEW PAROLE PROGRAMS; AND TWO PROGRAMS PROVIDING ALTERNATE FAMILY HOMES FOR TROUBLED CHILDREN. THE PSYCHOLOGICAL TESTING DONE ON ALL YOUNGSTERS UNDER DEPARTMENTAL SUPERVISION IS ALSO DESCRIBED AND EXPLAINED. COMMITTEE RECOMMENDATIONS FOR UPGRADING THE STATE'S CARE OF DELINQUENT CHILDREN INCLUDE CONTINUED DE-EMPHASIS OF INSTITUTIONAL CARE, INCLUDING EFFORTS TO ELIMINATE ALL LARGE INSTITUTIONS; CONTINUED BUDGET FLEXIBILITY TO ENABLE MORE USE OF PRIVATE GROUP HOMES; DEVELOPMENT OF MORE INTENSIVE CARE UNITS; AND THE ESTABLISHMENT OF MORE SHORT TERM DETENTION CENTERS. THE APPENDIX CONTAINS SUPPLEMENTARY MATERIALS WHICH PROVIDE A MORE IN-DEPTH ANALYSIS OF DEPARTMENTAL PROGRAMS AND PROCEDURES.
