THE MASSACHUSETTS POLICE INSTITUTE (MPI) WAS EVALUATED ON THE BASES OF THE COST EFFECTIVENESS AND IMPACT OF EACH OF THE VARIOUS TYPES OF TECHNICAL ASSISTANCE THAT IT PROVIDES TO MASSACHUSETTS POLICE DEPARTMENTS.
Abstract
MPI PROVIDES GENERAL SERVICES IN THE FORM OF INFORMATION CLEARINGHOUSES, LEGAL ASSISTANCE, NEWSLETTERS, AND MONTHLY BULLETINS. IT ALSO PROVIDES SPECIFIC TECHNICAL ASSISTANCE IN THE FOLLOWING AREAS: THE DEVELOPMENT OF DEPARTMENTAL RULES AND REGULATIONS, RECORDS AND INFORMATION SYSTEMS, MANPOWER RESOURCES, PERSONNEL MANAGEMENT, AND MUTUAL AID AGREEMENTS. PROJECTS WERE ALSO CARRIED OUT IN THE AREAS OF PROGRAM AND BUDGET PLANNING AND DEPARTMENT OVERVIEW. A SAMPLE OF MPI TECHNICAL ASSISTANCE PROJECTS WAS ANALYZED FOR THIS EVALUATION. MPI'S REPUTATION AMONG MASSACHUSETTS POLICE CHIEFS WAS DESCRIBED AS OUTSTANDING AS WAS THE INSTITUTE'S COST EFFECTIVENESS PLANNING. RECOMMENDATIONS ARE GIVEN TO INCREASE MPI'S INVOLVEMENT IN MANPOWER RESOURCES AND RECORDS AND INFORMATION SYSTEM PROJECTS.
