STATISTICAL ANALYSIS OF THE FIRST 5 MONTHS OF THE PROGRAM SHOWS THAT THE ESCAPE RATE COMPARES FAVORABLY WITH THAT FOR OTHER CORRECTIONAL JURISDICTIONS.
Abstract
THE REPORT PRESENTS A REVIEW OF THE CORRECTION REFORM ACT WHICH AUTHORIZED THE FURLOUGH PROGRAM FOR INMATES IN MASSACHUSETTS AND A DISCUSSION OF THE SUCCESS OF THE PROGRAM. STATISTICS COMPARE THIS PROGRAM WITH FURLOUGH PROGRAMS OPERATED BY THE FEDERAL BUREAU OF PRISONS AND SIX OTHER STATE PROGRAMS. STATISTICAL BREAKDOWNS ARE ALSO GIVEN FOR FURLOUGHS GRANTED BY OFFENSE CATEGORY AND FOR ESCAPES BY OFFENSE CATEGORY. A POLICY STATEMENT FOR THE IMPLEMENTATION OF THE FURLOUGH PROGRAM AND PROCEDURES TO BE FOLLOWED ARE ALSO INCLUDED.
