Maryland's Drug and Alcohol Abuse Control Plan

This report explains the nature and extent of the use of illegal drugs and the abuse of alcohol in Maryland and recommends goals and strategies for addressing the problem through prevention and education; treatment; law enforcement; and research, evaluation, and coordination.
The commission that developed the plan was appointed by the Maryland governor in February 1989 and consisted of nine State agency leaders, the State Attorney General, four State legislators, and five representatives of the public. The commission recommends coordinated efforts by youth, parents, community organizations, businesses, schools, and government agencies. Recommendations include establishing a comprehensive public awareness campaign, developing a State clearinghouse on substance abuse, refocusing treatment resources on the family by providing outpatient services to substance-abusing youth and their families, and expanding residential treatment programs. Other recommendations include bringing all Maryland State police drug control resources under one command, enhancing training for judges, and changing sentences to hold drug users accountable.
