INMATE POPULATION CHARACTERISTICS AND RECIDIVISM DATA ARE PRESENTED FOR MARYLAND'S PATUXENT INSTITUTION, WHICH WAS BUILT TO IMPLEMENT THE DEFECTIVE DELINQUENT STATUTE.
Abstract
THE PURPOSE OF THE STATUTE IS TO PROTECT SOCIETY FROM THE SEGMENT (DEFECTIVE DELINQUENTS) OF THE CRIMINAL POPULATION WHICH WILL PROBABLY COMMIT CRIMES IF RELASED ON THE EXPIRATION OF A FIXED SENTENCE: IT CALLS FOR THEIR DETENTION AND TREATMENT UNLESS AND UNTIL THEY ARE CURED. THE EFFECTS OF THE INDETERMINATE SENTENCE ARE EXPLORED. THE PATUXENT INSTITUTION'S INTAKE, TREATMENT, AND RELEASE PROCEDURES ARE STUDIED. THE PATUXENT INSTITUTION IS COMPARED WITH OTHER MARYLAND INSTITUTIONS IN THE AREAS OF BUDGET AND EFFECTIVENESS.
