This handbook describes Maryland's criminal justice process from the perspective of the defendant, with emphasis on the offender's movement through the judicial and correctional systems.
Abstract
Although the discussion focuses on adult offenders, it also presents juvenile justice procedures. Information is also provided about crime rates and arrest trends in Maryland. Policies and efforts affecting the future of criminal justice in the State are also discussed. Individual chapters focus on offense and arrest statistics, the arrest process, pretrial procedures, the role and caseloads of district courts, circuit courts and their caseloads, tends in criminal sentencing, capital punishment, and the post-conviction process. Other chapters discuss the rights of victims and witnesses, the juvenile justice process, probation, the drinking driver monitor program, intermediate sanctions, adult incarceration in local detention centers, adult incarceration in State prisons, adult incarceration in the Patuxent Institution, parole, and future trends.
