PART 4 OF A 4-PART SERIES, THIS SELF INSTRUCTIONAL UNIT DISCUSSES WRITTEN AND NONWRITTEN WARNINGS, THE SAFETY EQUIPMENT REPAIR ORDER, THE MARYLAND UNIFORM COMPLAINT AND CITATION, AND TRAFFIC ARRESTS.
Abstract
THIS POLICE TRAINING SERIES IS INTENDED FOR THE ENTRANCE-LEVEL STUDENT OFFICERS. IT IS NOTED THAT DEPARTMENTAL POLICY AND GUIDELINES FOR DETERMINING COURSES OF LAW ENFORCEMENT ACTION APPROPRIATE FOR VARIOUS TRAFFIC LAW VIOLATIONS HAVE BEEN COVERED IN PREVIOUS UNITS IN THIS SERIES, AND IT IS SUGGESTED THAT THE STUDENT REVIEW THESE UNITS BEFORE PROCEEDING WITH PART 4. PROCEDURES FOR ISSUING WRITTEN AND NONWRITTEN WARNINGS ARE INDICATED, AND GENERAL CONSIDERATIONS FOR ISSUING SAFETY EQUIPMENT REPAIR ORDERS (SERO) ARE PRESENTED. THE SERO MAY BE ISSUED FOR DEFECTIVE EQUIPMENT AND MECHANISMS ON ALL CLASSES OF MOTOR VEHICLES, TRAILERS, AND SEMITRAILERS REGISTERED IN MARYLAND. THIS UNIFORM, STATEWIDE FORM IS CLASSIFIED AS A WRITTEN WARNING, EVEN THOUGH THERE IS A FOLLOWUP REQUIREMENT FOR CERTIFICATION OF THE INDICATED REPAIRS WITHIN 10 DAYS AND A PROVISION FOR AUTOMATIC SUSPENSION OF VEHICLE REGISTRATION AFTER 30 DAYS IF REPAIRS ARE NOT MADE AND CERTIFIED. A SAMPLE OF SERO IS INCLUDED, AND THE PROCEDURES FOR ISSUING IT ARE DESCRIBED. GENERAL CONSIDERATIONS FOR ISSUING TRAFFIC CITATIONS ARE DISCUSSED, AND A SAMPLE OF THE MARYLAND UNIFORM COMPLAINT AND CITATION IS PROVIDED. THE FUNCTIONS OF THE CITATION FORM AND ITS APPLICATION TO JUVENILES AND NONRESIDENTS ARE DISCUSSED AS WELL. PROCEDURES FOR ISSUING PARKING VIOLATION CITATIONS ARE ALSO BRIEFLY CONSIDERED. THE PRIMARY OBJECTIVES OF TRAFFIC ARRESTS, REQUIREMENTS IN MAKING A TRAFFIC ARREST, ARREST PROCEDURES, ARREST SITUATIONS, AND THE FORMAL ARREST STATEMENT ARE DISCUSSED IN THE SECTION, 'MAKING TRAFFIC ARRESTS.' TESTS ARE PROVIDED AT THE CONCLUSION OF EACH MAJOR SECTION OF THE UNIT, ALONG WITH ANSWER KEYS. FOR PARTS 1-3, SEE NCJ 52068-52070. (RCB)
