BASIC INFORMATION ON THE EFFECTS OF ALCOHOL CONSUMPTION, THE CORRELATION BETWEEN ALCOHOL CONSUMPTION AND TRAFFIC ACCIDENTS, AND MARYLAND DWI LAWS IS PRESENTED IN A TRAINING AID FOR MARYLAND POLICE.
Abstract
THE SELF-INSTRUCTIONAL UNIT, DIRECTED TO ENTRY-LEVEL OFFICERS, OPENS WITH A BRIEF EXPLANATION OF HOW ALCOHOL IS PRODUCED. THE EFFECTS OF ALCOHOL ON THE HUMAN BODY (ABSORPTION, METABOLISM, ELIMINATION, INDIVIDUAL TOLERANCE, EFFECTS ON THE CENTRAL NERVOUS SYSTEM) ARE DISCUSSED, AND COMMON SYMPTOMS OF ALCOHOLIC INFLUENCE ARE LISTED. THE EFFECTS OF ALCOHOL TAKEN IN COMBINATION WITH OTHER DRUGS, ESPECIALLY STIMULANTS AND DEPRESSANTS, ARE OUTLINED. NATIONAL AND STATE STATISTICS REFLECTING THE RELATIONSHIP BETWEEN ALCOHOL CONSUMPTION AND ACCIDENTS ARE PRESENTED AND DISCUSSED. A REVIEW OF MARYLAND LAW PERTAINING TO DWI OFFENSES COVERS STATUTORY AND CASE LAW, ELEMENTS OF DWI OFFENSES, ESTABLISHING PROBABLE CAUSE IN DWI SITUATIONS (INCLUDING TYPES OF IRREGULAR DRIVING AND PERSONAL BEHAVIOR AND EVIDENCE OF USE IN ESTABLISHING PROBABLE CAUSE), AND LAWS AFFECTING THE ARREST OF DWI SUSPECTS. SPECIAL ATTENTION IS DIRECTED TO THE EXPRESSED OR IMPLIED CONSENT PROVISIONS OF THE MARYLAND CODE WITH REGARD TO CHEMICAL TESTS FOR INTOXICATION. ANSWER-KEYED QUESTIONS ARE INCLUDED AS STUDY AIDS. SEE NCJ-52081-52084 FOR OTHER MARYLAND TRAINING DOCUMENTS ON DWI PROCEDURES. (LKM)
